Corrections de bugs

• After hiding and redisplaying the docked News window, the window was empty (follow-up for News window bug fix in version 6.3.1)
• If a non-empty Transmit window was made too small, a program exception occurred
• A change made in version 6.3.1 caused problems when reading the Project Layout file from disk on systems that were configured to use non-western character sets
• Object Model: Via the Window.Add method many window kinds could be created multiple times, which would cause an unpredictable behavior or Access Violation errors
• Object Model: If a new project was created with the Application.NewProject method, it could happen that two Project Manager windows were visible at once
• Some other minor bug fixes and improvements
